The federal VAT decree-law says declared prices must already include the tax, which supports the left-hand total. But the order in which a Dubai bill applies the service charge, the municipality fee and VAT is published nowhere — neither the Federal Tax Authority nor the Department of Economy and Tourism publishes a worked example — so the right-hand total is what a rate quoted before all four would become. The Tourism Dirham is a flat charge per room per night set by Executive Council Resolution No. (2) of 2014 and does not scale with the rate; it is also capped at 30 consecutive nights, which no stay above can reach. The 10% service charge is not a government charge: the only published rule about it is a violation for “collecting a service charge that exceeds ten percent (10%)”. Whether a given property has already included any of this in the rate it showed you is not something any authority publishes, so the booking confirmation is the only document that settles it.

Why every other calculator gives you one number

Because it picks an assumption and hides it. The two assumptions available are that your rate is a declared price with tax already inside, or that it is a bare rate with four things still to come — and the gap between them on a week in a four-star room is well over AED 500.

The federal VAT decree-law states that “declared prices shall include the tax in case of the taxable supplies”, which is the strongest published sentence a visitor has. What no authority publishes is the order of operations: whether VAT applies on top of the service charge or the other way round. The four charges, with the legal instrument behind each.

The flat fee is the one certainty

The Tourism Dirham does not scale and does not depend on any of this. It is AED 20 a night in a five-star hotel whether the room is AED 400 or AED 4,000, and it is identical in both columns above. What is the Tourism Dirham fee in Dubai?

Why does this calculator give two totals?

Because one would require inventing something. The VAT law supports the lower figure; the absence of any published order of operations means the higher one is possible. No authority publishes a worked example of a Dubai hotel bill, so we show both ends rather than picking one and presenting it as the answer.

Is the Tourism Dirham charged per person or per room?

Per room, per night, so two people sharing pay it once between them. It is charged for every night up to a published cap of 30 consecutive nights.

Can tourists claim the VAT back on a hotel stay?
